The Tipoff

From 1988 Stevie Cameron, then a columnist and national reporter at the Globe and Mail, began receiving calls about a mysterious dealmaker called Karlheinz Schreiber. Here is one of the first tipoffs to arrive; an anonymous note, it arrived soon after Cameron published a feature in the Globe and Mail's Report on Business magazine about Frank Moores' controversial new lobbying firm, Government Consultants International.

The Bank Records

Key to understanding the story is the trail of bank records Schreiber left in the Swiss Bank Corporation's Zurich headquarters. German prosecutors obtained these records in January, 1999 but it took the RCMP in Canada another year to get them.

1. Giorgio Pelossi kept a copy of Paul Schnyder's business card; on it he noted the account numbers Schreiber said he had set up for Brian Mulroney and Frank Moores.

 The Agreement
Giorgio Pelossi believed he had a valid contract for 20 percent of every deal Schreiber made - based on this contract Schreiber signed with him in 1976.

The Bank Chart

Schreiber set up bank accounts to handle the commissions from MBB, Thyssen and Airbus Industrie. After dividing the amounts according to a contract agreement, he had the funds moved into the following accounts:
